Make confman smarter about dealing with confman headers

confman is not smart about dealing with confman headers that already exist in files.

For example:

1. If you import a file that already has a confman header in it, the resulting file ends up with two (one of them incorrect) confman headers.
2. If you copy or move a file across modules, the resulting file has the incorrect module name in the header.
