confman commit behavior should be configurable

Description

In a centrally managed confexport/confsync deployment, the expected behavior of "confman commit" is a simple "svn commit", with no regard for the current machine's recipe or the subsequent rollout to the filesystem.

The behavior of confman commit should be configurable.
